Which one
- 16 GB: a friend group or a small tribe on one map, vanilla or with a few mods.
- 20 GB: a busy tribe server, bigger bases and a moderate mod list.
- 24 GB: big communities, heavy building and long mod lists.

Why is there no ARK plan under 16 GB?
Because the server does not run well on less: an empty The Island already uses around 11 GB.

No. Plans are sized by hardware, and Max Players is a setting you control.
