View distance is the lever
The server keeps every chunk any player can see in memory and simulates it. The server's default MaxViewRadius is 32 chunks, which is generous: halving the view distance roughly quarters the area to keep loaded. On the 4 and 6 GB plans, 12 chunks or less lets the plan carry its full group comfortably.
Measured
A fresh Hytale 0.6.8 server on Flux booted in about 11 seconds and used about 1.2 GB of memory with nobody on. Players, view distance and the size of the explored world add to that.
