Slots versus memory
This is the real difference. On GPORTAL the price follows the number of player slots you buy, from 10 up to the game's own 128, and the page does not say how much memory or CPU sits behind them. Here the price follows the hardware: each plan states its RAM and cores, reserves them for your server, and leaves the player limit to the server's own MaxConnectedUsers setting.
For V Rising that matters, because memory, not slot count, is what runs out first. A world full of castles and servants uses more than an empty one, and the first start with mods needs a burst of memory while BepInEx prepares itself. Knowing the number lets you choose it; a plan here says it on the card.
Mods
Both run V Rising server mods through BepInEx. GPORTAL's own guide has you install them over FTP. Here the dashboard's Mods tab browses Thunderstore's server mods and installs one with a click, putting BepInEx in place with the first mod, so there is no client and no manual folder work.
When GPORTAL is the better choice

A V Rising world is a folder of save files, not something tied to a host, and GPORTAL's own guides move V Rising saves over FTP.
