Yes, with a crossplay proxy. Install a plugin like Geyser (plus Floodgate) on a Paper or Spigot Java server and Bedrock players on phones, consoles, and tablets can connect to your Java world without a Java account. It is the most popular way to run one server for every device.
As a rule of thumb on Java: 2 GB runs vanilla comfortably for ~4 players, 4 GB handles small plugin servers or ~8, 8 GB suits light modpacks or ~12, 16 GB around ~20, and heavy modpacks like RLCraft or All the Mods want 8–16 GB or more. Bedrock is roughly twice as efficient per GB, so the same plans hold about double. RAM, not player slots, is usually the limiting factor. There is no hard cap — the practical limit depends on RAM, CPU, plugins/mods, view distance, and world complexity. The figure on each plan is what it runs comfortably: on Java, ~4 players at 2 GB, ~8 at 4 GB, ~12 at 8 GB, ~20 at 16 GB, and ~50 at 48 GB. Bedrock is lighter per player, so those same plans hold roughly double. Your server's max-player setting is set to twice the comfortable figure, and you can raise it whenever you like. Modded servers hold far fewer per GB than vanilla.
